Border Management in the 21st Century

Border security as a key to combating transnational crime – with partners such as UNODC & Strauss ICG

Global Challenges at National Borders

With growing trade and increasing mobility, the complexity of border security is also on the rise. Smuggling networks, arms trafficking, and drug trade systematically exploit regulatory and logistical weaknesses – often across national borders. Effective border management therefore requires international cooperation, the use of technology, and professional training.

60% of global trade passes through high-risk regions

Over 100 known routes for human and drug trafficking

International border crime increases by more than 8% annually

Securing Borders Together: Our Approach

In cooperation with the UNODC Border Management Branch (BMB), the IPO works on practical concepts to combat cross-border crime. The focus is on three main pillars:

Multi-agency cooperation

Establishment of so-called Border Liaison Offices (BLOs) – national contact points for coordinated operations at borders.

Information Management & Analysis

Improvement of border-related data, analysis, and joint risk assessment.

Training & Capacity Building

Training for border personnel, police, customs, and operational forces – both nationally and internationally.

Practical Success – Global and Connected

The UNODC programs demonstrate how cross-border security cooperation has a tangible impact. Together with national authorities, lasting structures are established to detect and counter threats at an early stage.

72 Border Liaison Offices in Southeast Asia (as of 2024)

100+ Coordinated operations against human trafficking and drug routes

Reduction of border-related crimes in pilot regions by up to 40%

"In 2023, a successful major operation against a smuggling network was carried out in Laos – through multilateral coordination, 6,800 methamphetamine tablets were seized."

Technology Meets Operational Reality

Modern border systems require powerful digital tools. In cooperation with Strauss ICG and technology partner RAKIA, the IPO supports the implementation and training of such systems – always in the context of international standards and neutral evaluation.

Two systems are in focus:

Majestic5
Analysis platform for situational management, providing visual real-time processing of border-related information.

SafePass
Mobile identity solution for controlled access at temporary and critical points – robust, offline-capable, secure.

Note: The systems mentioned serve as examples of technologies currently being tested in international security contexts. The IPO operates independently but supports cooperative implementations and training.
