Corruption is the abuse of power or trust for private gain – through bribery, embezzlement, or abuse of authority – and affects both public and private actors.

Why corruption is dangerous – impact & structure

Corruption undermines the state – it distorts democratic processes, weakens the judiciary, and lets public resources decay.

Corruption distorts political decision-making, weakens state institutions, and undermines citizens’ trust in administration, justice, and democratic processes.

Inequality & Human Rights

Corruption leads to unequal access to education, healthcare, and public services. Women, minorities, and people living in poverty are often particularly disadvantaged.

Corruption causes resources to be distributed inefficiently, distorts markets, and hinders investment. In the long term, the economic stability of entire regions suffers.

UNODC Framework & Standards

The UNCAC is the central global legal framework for combating corruption – binding and comprehensive. It protects integrity, sets criminal provisions, strengthens international cooperation & asset recovery. UNODC serves as the secretariat.

Prevention & Transparency

Prevention is key: integrity standards, transparent procurement processes, whistleblower systems, and codes of conduct are central measures to combat corruption in advance.

Criminal Law & Investigations

The UNCAC obliges states to criminalize corruption – with specific offenses, specialized investigators, anti-corruption agencies, and international prosecution in cross-border cases.

International Cooperation & Asset Recovery

Corruption knows no borders – that is why the UNCAC relies on close cooperation between states and on the return of stolen assets to their countries of origin. UNODC supports this process worldwide.

Combating corruption in Germany – the role of the IPO

The IPO Section Germany acts as a bridge to international standards in Germany: through training, policy advice, and awareness programs. We promote integrity-based administration and support the implementation of UNCAC standards.
